Hello friends and neighbors! We had a great campaign volunteer leadership meeting this past Saturday. Over 40 volunteers came out to campaign headquarters to meet one another, our staff, and familiarize themselves with our new headquarters to help organize our grassroots efforts. I was very humbled by the turnout and by their enthusiasm. We had a great deal of fun, but we also got a lot of work done. Teams were created in various categories, such as precinct walks and sign waving, volunteers signed up to help with mail-outs, phone banking and much more. We also had around a dozen veterans in attendance who have honored me with the creation of a Veterans for Posey group. If you missed the meeting, but are interested in helping the campaign, please email or give us a call!
I would like to once again thank all of those who came out on Saturday. For those of you outside of Brevard, we’re in the process of setting up similar meetings in Indian River and Osceola Counties.

ABTA
Recently, a FLORIDA TODAY letter-to-the-editor writer brought up a book I wrote called “Activity Based Total Accountability” (ABTA). The writer claimed that because she could not find the book available commercially that I must be promoting “business as usual” or conspiring to promote secrecy in government. In reality, nothing could be further from the truth!
The goal of ABTA is to measure how much government actually accomplishes, not just how much it spends. The reason the book is not commercially available is because it was not written to make money. It was written to inspire and provide a roadmap to others that want to change the way government works and make it more accountable.
I printed the book at my own expense and paid for the postage myself to mail it to the Majority & Minority Leaders and Appropriations Committee chairpersons in every state, as well as Democrat, Republican, and Libertarian state legislative challenger candidates.
I am proud to say in 1999 Florida passed ABTA reforms into law. If you would like to see how ABTA has been applied and works here in Florida, log on to: www.floridaperforms.com/unit_cost.aspx. There you will find the one page Unit Cost Summary report for each department in the State. In addition, I have posted the book in its entirety on my website - www.BillPosey.com – so anyone and everyone can read it.
While the principles of ABTA are most applicable at the State level, they remain an integral part of my campaign for Congress. I hope to bring accountability to Federal Government every chance I get. Much like the Florida Performs cost summary is available online for all citizens to view; I believe all congressional earmarks should be posted online. Some earmarks serve honest projects that are necessary and beneficial such as a $2 million dollar earmark to increase NASA’s payload capacity for space shuttle servicing missions; while others are quite frankly wastes of tax-payers’ dollars, like the “bridge to nowhere”.
I will fight to make all earmarks available to the public, clearly posted online for honest review by every citizen. Legislators will be more mindful of the projects they request funds for knowing they will no longer be buried in the process, but out in the open for all citizens, the media, and their constituents to see.
